Professor Umbridge

In Harry Potter, Professor Umbridge is basically this horrible woman who forces her way into Hogwarts in order to "supervise" and "evaluate" all that is happening there - such as how the teachers are teaching, what they are teaching, how the student's are allowed to behave, etc. She eventually manages to take control of the entire school and goes about making up a bunch of ridiculous rules every day. She's basically psychotic. She loves the idea of being in control and does anything and everything to enforce her authority over everyone and everything. Professor Umbridge relates to the teachers, and even the DHS, in the novel because they act nearly the same exact way. Before the bombing of the Bay Bridge, it's obvious that Mr. Benson doesn't have the type of authority he would like to have over his school, specifically Marcus. However, after the bombing and after the DHS basically take control of the city, Mr. Benson is swimming in authority. He takes control of the school, finally finds a teacher who can control Marcus, and even manages to win one over on Marcus by suspending him. The DHS are also extremely representative of Professor Umbridge because of this idea of having authority over a mass of people. They make the rules, they determine how people live and what they do and when they can do these things and the teenagers (or in the case of Harry Potter, the students) try to defy them and diminish their authority over them.
