Dolores Umbridge

This one of a kind Harry Potter character at first seems like a kind and loving person. However, once you get past the surface of this lady, she is a manipulating, self absorbed megalomaniac. She is one of the worst characters in the Harry Potter series. She will stop at nothing to gain complete control over any situation. Thus, she would be a perfect person to represent the government within Little Brother. They will stop at nothing to know everything, control it, and stop any that get in their way or try to stop them. They may appear protecting on the surface, but underneath, they have deeper and darker motives.
