Dolores Umbridge is almost identical to the new teacher brought in in Little Brother. She is sent in by the ministry to observe the actions of the school and make sure they are in accordance with what the ministry wants. The new teacher in Little Brother is sent in (most likely) by the DHS to observe the class and make sure what they want to be taught is being taught. They are both in a sense, censors to what is being taught. They both make sure that the class is under control and learning exactly what they want them to learn. The teacher in the book seemed to me like someone sent to brainwash the students into believing exactly what the DHS wants them to learn. And they will get rid of anyone in their path to see that this is accomplished.
