Delores was the Defense Against the Dark Arts teacher in Harry's fifth year at Hogwarts. She gained her position from the Ministry of Magic, since they heard that Voldemort was back. She moved herself into the position of Headmistress, stripping Dumbledore of his position. When in control, she stripped the students of their rights, and each rule she made got nailed to the walls. In the end, there were a ton of rules that were ridiculous. This relates to the teacher that replaces Marcus' History teacher; she thinks she should be in full control and rule like Delores Umbridge.
Harry rebels by using a secret room to teach his peers magic that isn't allowed in regular school sessions. This parallels with Marcus using the Xnet in that he uses it to secretly keep in touch with not only his friends but the rest of the youth who want their freedom.
