Umbridge

Dolores Umbridge is a character in Harry Potter who was the Senior Undersecretary for the Minister of Magic and then later becomes professor of Defense Against the Dark Arts at Hogwarts and makes her way up to Headmistress of Hogwarts. She solely promoted the Ministry of Magic and would only teach what was required by the Ministry. If anyone opposed or spoke up against her or the Ministry, she would even punish him or her. With her control, she created new ridiculous rules (like no physical contact whatsoever--even hugs) and posted them across the school. Harry Potter and his buddies created a group to teach one another how to defend oneself, breaking rules in the process. This is similar to Marcus creating a group of Xnetters who are breaking the rules to do what they think is right--fighting for their privacy and rights.
