Operation Normal Nudity

I've always wondered how and why clothing evolved and what the world would be like if everyone was naked all the time. However, it would be very difficult for me to start this trend on my own. If the police look for traits or habits that go against what is normal for society, it catches their attention and they become suspicious. For this reason, I wanted my false positive to be triggered by a large group of naked people (which is obviously not normal) but I also wanted to show that they are completely peaceful and are not causing any issues for the police rather than looking unusual. The police think they are all terrorists because they are not following "normal" social behavior and therefore the entire group of naked Xnetters are gassed and arrested by the police simply because they opted to redefine what was normal. When this many people were not "normal" the police would have a terrible time trying to deal with hundreds of naked "terrorists" and trying to decide which ones were abnormal but benign and which were abnormal because they were terrorists.
